I'm pretty sure the rawKeyCodes enums list was set up way back when in the 1990s and, since MetaCard was a HyperCard clone, I'm guessing they were probably set to match HyperCard/classic macOS Roman character set

This was incorrect information, sorry.
The rawKey code numbers in fact are based on the contents of a file that's part of X11/X.org (which turned 40 yrs old this year), which makes perfect sense since (RunRev/LiveCode progenitor ) MetaCard was a Unix-only app originally, in the early 1990s.
